ANNOUNCEMENT

The Cuban Society of Constitutional and Administrative Law of the National Union of Jurists announce the III International Meeting: Constitution, Democracy and Political Systems, to be held in Habana Libre Tryp Hotel on June 22 to 25, 2005 under the co-sponsorship of the Law School of the University of Havana, the Cuban Society of Research on Philosophy and other prestigious Scientific Study Centers.

The main purposes of this meeting are:

  • Continue the analysis of important contemporary issues from the viewpoint of doctrinal, scientific, judicial, sociological and historical criteria discussed in the two previous meetings held in 1993 and 2003.
  • Provide a framework for the exchange of knowledge, information and experience among jurists, journalists, sociologists, philosophers, politologists and other professionals and students interested in the analysis and interpretation of the important events currently taking place in our countries and regions and the globalized world in general.
  • Contribute with ideas, projects and research works on topics to the support of human improvement in light of the realities facing our societies in the beginning of the third millennium.


General Topics

  1. Contemporary political systems: projects, realities and challenges.
  2. Representative democracy and participative democracy. Legitimacy and consensus. Electoral systems. Funding of campaigns and its effects.
  3. Democracy, human rights and sustainable development.
  4. Dynamics of the State and the Civil Society.
  5. States, governments and sovereignty in a globalized world. The FTAA projects: integration or annexation? The Bolivarian Alternative for the Americas (ALBA) as a different choice.
  6. Governability crisis: its effects on administration, public order and society.
  7. The conflicts theory.
  8. Constitutions and their reforms. Methods and experiences.
  9. The role of political parties in contemporary life. The new social actors.
  10. Unity of power, tripartition of powers and the State's functions.
  11. Political, economic and administrative corruption in the public and private activity.
  12. Ethics, education, health, science and the integrated general culture among the bases of political systems.
  13. Public policies and socialization.
  14. The Bolivarian process and its role in the continent.
  15. The revocatory referendum as an unprecedented experience in Latin America.


Details of the meeting

The meeting is organized for jurists in general, researchers, professors, philosophers, sociologists, politologists, historians, public and other officials from special agencies or bodies, NGOs, university students and other experts and scholars related to this field.

Those interested will be able to present their papers, communications or research works individually or collectively, in no more than 15 8½' x 11' pages, to be sent directly to the Organizing Committee before May 20, 2005, together with a one-page abstract including full name of author(s), in both paper and magnetic support, preferably to unjc@unjc.co.cuunjceventos@yahoo.es.

The above topics do not preclude the possibility of adding others on Constitutional Law that may be addressed in the papers presented.

The Organizing Committee will select the papers to be presented in the Meeting and coordinate the relevant program development through master conferences, special interventions, round-table discussions, panels and workshops, according to their content and the purposes of the meeting.

With the purpose of publishing some of the works to be presented, the organizers will appreciate the voluntary conveyance by the authors of the rights to publish their papers. Should this request be accepted, it shall be so mentioned in the Summary.

Spanish will be the official language with the possibility to provide bilateral interpretation facilities in specific cases.

Registration fee

CUC $140.00 for delegates and CUC $90.00 for accompanying persons and undergraduate students (prior presentation of accrediting certificate), to be paid in cash, in convertible Cuban pesos, at the time of accreditation. One convertible Cuban peso (CUC) rates as one US dollar.

These fees include: name badge, participation in all scheduled scientific activities, welcome cocktail, certificate of attendance and farewell dinner.

We suggest foreign participants to use preferably either credit or debit cards not issued by United States banks (such as VISA and MASTERCARD) or euros, pounds, Canadian dollars, Swiss francs, Japanese yen and Mexican pesos. All U.S. currency units in cash are subject to a 10% tax deduction when turned into convertible Cuban pesos (CUC).

The requests for registration are to be made to the Organizing Committee by fax, e-mail, telephone or other ways before June 10, 2005.

In order to facilitate attendance, several tourist packages have been designed and made available in national agencies where trips to Cuba are offered. Contact them to make your reservation. CUBATUR, S.A. shall be the welcoming agency.
